FELLOW ANGOLANS
We have reached the end of one more year with a simultaneous sense of satisfaction and expectation; a sense of satisfaction to see how we have been overcoming the multitude of constraints that confront us, chapter upon chapter; a sense of expectation because we are aware that the challenges we still have to face are enormous.
We succeeded in reconciling the spirits, resettling thousands of families in their areas of origin, stabilizing the national economy, and kick-starting the huge task of national reconstruction.
Therefore, we are making possible the physical connection of virtually the entire national territory, by improving the movement of people and goods, while we are also restoring the public administration where none existed.
Economic, commercial, and financial networks are gradually being reestablished as well, while new business, investment, and job creation opportunities emerge on a daily basis.
To ensure that all these achievements are continued, our attention and efforts in 2007 and 2008 will be focused on completing the most important tasks scheduled under the National Reconstruction Program.
Moreover, we will involve the State and all economic and social operators in the progressive improvement of the living standards in the countryside as well as at the outskirts of the cities and municipalities. Each city and municipality shall have a renovation and development steering plan.
We will promote rural development, by defining work programs aimed at improving the living standards of the rural communities, working towards ensuring people’s access to clean water, electricity, hygiene and sanitation, health, education, arts and craft, housing, culture, and literacy. Under this framework, simple techniques in production and conservation of foodstuffs will be taught. The role of social workers and educators will also be valued, and the roles of the State, the private sector, the civil society, and the family will be defined.
With regard to the public sector, one of the priority actions will be identifying and taking stock of and registering the vast State property as a whole, in order to make a more rational and efficient use of the public assets.
The public enterprise sector shall be restructured in order to improve the effectiveness, efficiency, and oversight of corporate management.
Social peace and political motivation are critical conditions for staff mobilization for the tasks described earlier. Therefore, it will maintain and ensure order, security, political tolerance, and social harmony, while reinforcing the fight against crime and juvenile and child delinquency, in particular.
It will also direct that educational and preventive measures be studied in order to address domestic violence, which has reached worrying proportions.
It is necessary that a more adequate legislation capable of responding to the daily occurring problems, with more severe punishment, be passed. This must also provide that cases be dealt with speedily and by the competent police and judicial authorities.
On the other hand, Government will continue making firm strides to consolidate the democratic institutions as well as mechanisms capable of promoting a constructive dialogue and the participation of all forces of the society involved in the reconstruction and development process.
The success of the first phase of the electoral registration has demonstrated that our people is mobilized and committed to contributing to a total normalization of the political and social life.
Therefore, I ask for the strict compliance with all stages aimed at completing the registration and civic education of voters, so that legislative and presidential elections take place in a free, fair, and transparent manner, within the deadlines recommended by the Council of the Republic.

These are times of peace, co-existence, and hope. These are also moments of reflection on our common destiny. I ask that we all stand united in realizing a future of peace, progress, and social well being.
We are a nation under construction through work, sacrifice, and the sovereign will of the Angolan people with confidence in success.
We are a determined people capable of achieving the objectives that are set out. Our goal is to achieve a common well being and happiness for each and everyone on this path. We are together.

POVO ANGOLANO
Chegamos ao fim de mais um ano com um sentimento ao mesmo tempo de satisfação e de expectativa.
De satisfação por vermos como vamos vencendo, etapa após etapa, os múltiplos problemas que nos afectam. De expectativa, por estarmos conscientes de que são enormes os desafios que ainda vamos enfrentar.
Conseguimos reconciliar os espíritos, reinstalar milhares de famílias nos seus locais de origem, estabilizar a economia nacional e dar início às grandes obras de reconstrução nacional.
Deste modo, estamos a tornar possível a ligação física de quase todo território nacional, melhorando a circulação de pessoas e bens, e estamos igualmente a reinstalar a administração pública ali onde ele não existia.
Também os circuitos económicos, comerciais e financeiros estão a ser paulatinamente restabelecidos e todos os dias surgem novas oportunidades de negócio, de investimento e de geração de emprego.
Para dar continuidade a todas estas realizações, em 2007 e 2008 vamos concentrar a nossa atenção e os nossos esforços na conclusão das obras mais importantes do Programa de Reconstrução Nacional.
Além disso, vamos envolver o Estado e todos os agentes económicos e sociais na melhoria progressiva da vida no campo e na periferia das cidades e municípios. Cada cidade e município deverá ter um plano director de requalificação e desenvolvimento.
Vamos promover o desenvolvimento rural, definindo programas de trabalho para a melhoria das condições de vida das comunidades rurais, trabalhar no sentido de garantir progressivamente o acesso das pessoas à água potável, à energia, à higiene e ao saneamento, à saúde, à educação, às artes e ofícios, à habitação, à cultura e à alfabetização. Neste quadro, deverão ser ministradas técnicas simples de produção e conservação de alimentos. Também deverá ser valorizado o papel dos assistentes e educadores sociais e definido o papel do EStado, do sector privado, da sociedade civil e da família.
No sector público, uma das acções prioritárias será identificar e fazer o levantamento e registo de todo o vasto patrimônio do Estado, de modo a aproveitar de forma mais racional e mais eficiente os activos públicos.
O sector empresarial público deverá ser reestruturado, com vista a melhorar a eficácia, a eficiência e a supervisão da gestão das empresas.
A paz social e a motivação política são condições essenciais para a mobilização dos quadros para as tarefas enunciadas. Por isso, vai manter e garantir a ordem, a segurança, a tolerância política e a harmonia social, reforçando o combate à criminalidade e, em particular, à delinquência juvenil e infantil.
Também vai orientar que sejam estudadas medidas educativas e preventivas para fazer face à violência domestica, que atingiu níveis preocupantes.
É necessário que seja aprovada legislação mais adequada aos problemas que acontecem diariamente, com medidas punitivas mais severas, e que preconize também que os processos sejam tratados de forma rápida e pelas entidades policiais e judiciais competentes.
Por outro lado, o Governo vai continuar a dar passos firmes para consolidar as instituições democráticas e os mecanismos capazes de promover o dialogo construtivo e a participação de todas as forças actuantes da sociedade no processo de reconstrução e desenvolvimento.
O êxito da primeira fase do registo eleitoral demonstra que o nosso povo está mobilizado e empenhado a contribuir para normalização completa da vida política e social.
Assim, peço que sejam cumpridas com rigor todas as etapas para a conclusão do registo e para a educação cívica dos eleitores, de maneira que as eleições legislativas e presidenciais tenham lugar nos prazos recomendados pelo Conselho da República, de modo livre, justo e transparente.

Povo angolano,
Estes são tempos de paz, de confraternização e de esperança. São também momentos de reflexão sobre o nosso destino comum. Peço-vos que nos unamo-nos todos na realização de um futuro de paz, progresso e bem estar social.
Somos uma nação que se constrói com base no trabalho, no sacrifício e na vontade soberana do Povo angolano, com confiança no sucesso.
Somos um povo determinado, capaz de alcançar os objectivos que se propõe. Temos como meta o bem estar comum e a felicidade de cada um nesta caminhada. Estamos juntos.
