Speech delivered by His Excellency José Eduardo Dos Santos, at the Swearing in ceremony of president-elect as the President of the Republic of Angola.

Your Excellency Presiding Judge of the Constitutional Court, Venerable Judges of the Constitutional Court,
Your Excellency Chairperson of the National Electoral Commission,
Ladies and Gentlemen,
This is a very special moment for the Angolan People, for the MPLA party and for me. According to the outcome of
the General Elections held on 31 August, and in the terms of the article 114 (one hundred and fourteen) of the Constitution of the Republic of Angola, I have just been sworn in by the Presiding Judge of the Constitutional Court as the President of the Republic of Angola.
The country has already held two other democratic and multiparty elections, in which a clear majority voted for
the MPLA and its leader. So the fact that this formal investiture ceremony is only taking place today means that this time all possible previous doubts were completely clarified.
I thank, from deep my heart, for the honour and trust that the Angolan People placed on me to lead the destiny of
the country, reaffirming its previous standing, in a clear demonstration of political maturity and coherence.
I would also like to thank the members of my family and all those who helped me during the electoral campaign
to take my message and the message of the MPLA to all Angolans.
The voters voted, chose the leaders of the country and we are here to respect their will. In fact, it was a democratic decision of our People, who this way show that they are in favour of the Electoral Manifesto and Governance Programme of MPLA.
These two guiding documents pointed out as their goal the building of an inclusive, democratic society of progress,
well-being, and social justice. The application of these documents by the Executive that I will head will be based on the principle of renovation and continuity to renew and correct what is wrong, to proceed and improve what is
good and to start new works.
The path of our development is defined! The goals that we outlined for this new period of governance are part
of the Long-term Development Strategy of our country, known as ‘’Angola2025’’.
This tool has been successfully well applied since 2008, at the time a National Conference representing all Angolans approved the National Agenda of Consensus. We are proud of the outcome achieved so far, related to the satisfaction of the aspirations and legitimate wishes of the Angolan society.
In the mandate that has just started, the first priority of the Executive is to keep political stability, through the promotion, defence and consolidation of peace.
It includes the strengthening of democracy, in which the freedom of expression and creation, equality of
opportunities and the social justice interlace themselves with the multidisciplinary actions and programmes for the development of the national culture and the Men.
It also includes the promotion of gender equality and a greater rigor in the observance of the principles of good
governance and transparency in the management of public good.
For the achievement of this priority will be strengthened the dialogue mechanisms with trade unions, professional
and social organizations, the churches, businessmen, and other social partners, in order to get their collaboration in the outlining of development policies and the strategies for their application.
A privileged place will be given to the dialogue with the youth. Our youth need efficient channels for them to be
involved in the solution of problems that affect the whole society, contributing with their dynamism, enthusiasm and creativity.
The consolidation of the State and its institution is, in this context, the guarantee of political stability, peace and democratic liberties. For this reason, we will give emphasis to the materialization of the reform programmes to improve the organization, management and control of the Public Finances.
It also include the achievement of the programme of reform of the Defence, Public Order and National Security sectors and the programme for the strengthening of the effectiveness of the Justice System at all, including the investigation police and processual instruction, the substantial expansion of the Courts of Justice network, the increasing of number of prison establishments and the reeducation and recovery centres for criminals, betting on the pragmatic search for innovating and most effective solutions in order to guarantee the speed of the justice and judicial decisions.
On the one hand, we want to give a clear signal of fight against the malign feeling of impunity and, on the other
hand, to guarantee the access and the right and the protection of the legal interests of the citizens, companies and democratic institutions.
Indeed, political stability and institutional capacity building, particularly in the terms of public administration, are beyond an assumption for the consolidation of the rule of law, a condition for securing macroeconomic stability that we promised to the electorate.
In this regard, I remember that the Angolan economy has experienced over the last five years an average growth rate of about 9.2%, while the non-oil sector grew at an average rate of 12%. These growth rates result from the effectiveness of measures taken by the Executive for the stability of the macroeconomic indicators of fiscal, monetary and exchange rate that enabled to revive the economy.
We hope in this new mandate to redouble efforts for a marked improvement in macroeconomic stability,
essentially in control of liquidity pressures, price control, exchange ratemanagement, monitoring the competitiveness rates and control of the budget deficit.
In 2013, we will hold the first Census of Population and Housing. It is an important operation for us to know
how many we are and how we live. This process will allow a complete and
thorough knowledge of our country and will put at our disposal information and
reliable data for drafting of most realistic policies.
Public policies that support and encourage the growth will be well adjusted and refined in order to give a more
effective institutional coverage for the valuing of the country's resources through the promotion of foreign and domestic investment, taking into account the positive rating given by international agencies of risk assessment.
There will also be paid a greater attention to strengthening of the newly created tools of national business
financing, namely the Guarantee Fund and the Fund of Promotional Risk Capital, and also the Angolan Development Bank (BAD).
The capital market will be an important tool to promote the business sector, and in the coming years it should be an additional source of financing to the economy, an alternative to traditional bank loan.
The ambitions and objectives of our Governance Programme have a strong motivation for social justice and human
development. Its implementation is based on a strategy of economic growth in which public and private investment in infrastructure projects in the public sector will provide the platform for the development of the national economy.
Our priorities in this area will focus on non-oil economy, giving a greater role to the mining and real estate,
agriculture, manufacturing, distribution networks, the commodity circulation, the provision of quality services and the business competition which could lead to the reduction in consumer prices.
We will thus continue the programme of transfer of fiscal resources from non-renewable natural resources to income generation sectors based on renewable resources. In this sense, we will have a programme of structural projects for energy and water supply, a strategic programme of food safety and another one for the country's industrialization.
This strategy will be geared towards overcoming asymmetries of territorial character, allowing interconnection and
raise the level of coverage of the value chains in the north, south and east
Our purpose is to expand the domestic market, integrate it and diversify the national productive base,
providing it with logistical support with distribution channels and efficient and operational transport systems.
In order to increase competitiveness, we will continue to give priority to the process of administrative simplification and debureaucratization of the business environment, seeking to capitalize on internal resources that allow the private sector to create wealth.
Experience has taught us that, if we improve the performance of a set of institutions, policies and factors
determining the productivity of the country, we will grow faster and obtain high levels of return on investment, with reflections in the prosperity of business and tax revenue, which we will be able to grow more and better
One of the commitments of greater social impact of our Programme of Governance relates to the capacity to access essential goods. The production of these goods requires the adoption of measures of well-dosed incentives and protection to domestic industry.
The policies concerning the employment, poverty reduction, promotion and incentive to opportunities and doing business will be implemented as a way to achieve this goal. We assumed that our economy is able to ensure more jobs.
For this reason, we aim to achieve a higher rate of labour occupancy of the active labour force by improving the
mechanisms of creation and access to employment.
Moreover, in addition to the systematic application of programmes that generate employment and household
income, supported by the policies to foster and promote micro, small and medium enterprises, the Government will implement measures to better organize the labour market and ensure the systematic monitoring of its rules.
Also in this sense, it is imposed the need for an adjustment of labour law in order to make it more flexible for
employers able to provide greater labour mobility, including temporary employment, while ensuring the principle of stable employment and the fundamental rights of workers.
In this context, there will be promoted a wide discussion with the social partners on this subject and also set a more effective programme of vocational and technical training of workers and young people who aspire to the first job.
In the last ten years Angola has reached top spots in sub-Saharan Africa in terms of higher, middle and basic
There are now 17 universities in Angola and 44 higher institutes. Only the last three years we invested the
equivalent of over USD 480 million in 53 new schools for secondary education and technical professional.
All this effort seeks to enhance the Angolans, making them increasingly able, by means of educational and vocational and academic training, to achieve higher levels of well-being and professional achievement, so that they can make the most qualified contribution to the economic and social development.
We began by investing to increase the amount and now it is imperative that there is more investment to improve
the quality of education that is provided in our schools and universities.
It is said that a Nation's greatness is measured not only by the potential of its natural resources, but also by the
nobility of character, attitude and expertise of its citizens who are in fact the springboards of these resources.
To meet the challenges pertaining to the development of our country in the context of globalization, we need to rely
on highly qualified national staff and form a class of technically well-educated workers, able to adapt quickly to the changing environment and the needs imposed by the new production systems.
Thus, the Executive will develop a programme to review the education system, focusing on effective teaching that
takes into account the curriculum model, the profile of professional skills of teachers, trainers and educators, as well as the management system of public schools.
The revision of the educational system that we will implement aims to reorient the courses according to the
needs of development of the country and its provinces and regions. We intend to ensure preschool and primary education compulsory and free for all and raising the net enrolment rate of primary education to about 100%.
The effort for the valuing of Angolans also implies, and fundamentally, the constant improvement of their
living conditions, through improved mechanisms and ways of access to health, sanitation, drinking water and adequate housing.
Despite the large investments made in this area, we still have a long way to go until every citizen feels that he
or she reached the appropriate level to live with dignity. We should not falter let's face it with optimism and hope for the future, which depends fundamentally on our engagement and attitude towards work.
We will continue our march towards the objectives set already. We will adopt a National Health Plan early in the
mandate for the 2012-2025 period. The programme to combat hunger and poverty will not be extinguished. Rather it will be strengthened!
The biggest challenge to overcome is making every citizen a dynamic active agent of production and consumption
market, with direct effects on their quality of life and well-being.
The support for former combatants, the former soldiers and veterans of the Homeland has in the social agenda of
this mandate a special place. In addition to incentives that aim to increase the diversification of their income, there will be promoted actions of professional qualification enabling their integration into the production process of the country.
Children, the elderly and the disabled have always been at the centre of political governance. In the Executive mandate will increase social assistance and solidarity support to these citizens with concrete measures of assistance to children in preschool, social reintegration and vocational training for the disabled and to extend to
all provinces host institutions for needy elderly and social support.
Ladies and gentlemen,
Angola is now one of the African diplomacy most respected countries. It is a merit earned throughout our
history, in which the Angolans struggle consistently for national independence and knew to defend their sovereignty against external threats and hegemonic tendencies of certain countries.
Our actions will continue to focus on a diplomatic and economic policy based on mutual respect and mutual benefit,
good neighbourly relations with our closest partners territorially and strengthening of regional economic integration in SADC, CPLP and ECCAS.
Angola will continue to respect all its international commitments and apply all rules of international treaties to
which it is party. We are committed to the issues of defence and protection of the environment and we will approach in all forums for the respect and implementing the measures and instruments which the international community has adopted to ensure the survival of the planet and the protection of future generations.
The Angolan State has always led the relations with its international cooperation partners based on a consistent
commitment with the interest of Angola and the Angolans. Wherever each citizen is residing the defence of his or her interests and rights is an obligation of the State that we will never give up.
At this time, the Executive will continue this guideline in its foreign policy. Our aim continues to be to promote Angola and Africa for a position of sovereign equality in the international and relations forums.
Ladies and Gentlemen,
In conclusion, I reiterate that the spirit that animates me in conducting the Executive is of renewal and continuity, it is:
Maintaining peace, strengthening Democracy;
Continuing with reconstruction and development of infrastructure;
Devoting more resources to improving the social conditions of individuals, families, especially those who have
little or almost nothing to survive;
Valuing more national staff and natural resources that the country has to increase national wealth and make Angola to grow more and better distribute;
Cooperating with all countries and push for a more just and peaceful world;
Relying on the strength and patriotic awareness of youth as an ally of the Angolan Executive in achieving
these tasks to make Angola a good place to live;
Serving the Nation with loyalty.
Allow me, then, Your ExcellencyPresiding judge of the Constitutional Court to end my speech with reiterated
commitment to respect the oath I have just made, to abide by and enforce the Constitution and the law, to defend the institutions of the State and be committed with all my effort and my skills to senior posts in which I was
invested, fulfilling them responsibly and as president of all Angolans without exception.
